Director of Ship Operations
Born in Mexico, and growing up in Texas, Mississippi and California, Octavio has been doing Ship Operations since 2020. Before this, he was captain on Operation Milagro (and other SSCS campaigns) aboard the Farley Mowat, the John Paul Dejoria, the Sharpie, the Martin Sheen, and the Brigitte Bardot. He came to the Captain Paul Watson Foundation in 2025 as Captain of the JOHN PAUL DEJORIA, which he took from France to the COP30 in Brazil, and has been part of the CPWF family ever since.
As a lifelong surfer and waterman Octavio has been given a unique perspective of the ocean, which has also allowed him to see the oceans change for the worse due to human activity. Trying to mitigate this negative change is why he continues to fight for our oceans. In his spare time, he still enjoys being in the water, participating in open-water ocean swims and surfing, while dividing his time between the coast of mainland Mexico, and Houston, Texas.
